Allies in Quality Authorizing: Using CSP Grant Support To Unite Public/Private Partners in Success

Quality charter school authorizing is critical to charter school success. The federal Charter School Program (CSP) authorized by Congress lists best practices as "absolute priority" for charter school authorizers. This session will focus on the story of a non-profit, statewide charter school entity (Idaho-based Bluum) using federal CSP funding to engage an expert national charter school authorizing organization (National Charter School Institute) to support a statewide charter school authorizer (Idaho Public Charter School Commission) in improving authorizer performance, a collaborative effort that improved the quality and performance of the Idaho charter school sector and—most importantly—student performance writ large. Partnerships focused on improving quality authorizing involving state-based nonprofits, national organizations, and statewide authorizers are still rare and the lessons from these efforts are emerging in real time. This session will provide some early lessons and insights for other states seeking or currently implementing federal CSP grants.

Marcia Aaron is a Partner at Charter School Growth Fund working in Texas, Idaho, Arizona and Utah. Previously she was the CEO of KIPP SoCal Public Schools, formerly known as KIPP LA Schools. Marcia was the founding board chair of KIPP LA and was the board chair of KIPP Academy of Opportunity in South L.A. Previously, she worked as a senior analyst at Pacific Growth Equities and as a managing director at Deutsche Bank and Montgomery Securities. She currently serves as the Vice Chair of the University of Oregon Board of Trustees and on the board of Bluum, Idaho Charter School Network, IPS Enterprises, and the advisory board of Joffe Emergency Services. Marcia was named the University of Oregon's Outstanding Young Alumni in 2003. For ten years she served as a member of the Board of Trustees of the University of Oregon Foundation, where she was the Chair of the Development Committee and a member of the Investment Committee. She served as a member of the University of Oregon Journalism Advancement Council and the University of Oregon Campaign Committee. Marcia previously served on the board of Ednovate, The LA Coalition for Excellent Public School, All Stars Helping Kids and The Giving Back Fund. She holds a BA in Journalism from the University of Oregon.

Dr. Jim Goenner is a champion for excellence and a member of the National Charter Schools Hall of Fame. He is on a mission to change the arc of education. Jim sees chartering as a powerful strategy for challenging the givens of the educational system and an opportunity to create the conditions where innovation and excellence can thrive. Jim currently serves as the President & CEO of the National Charter Schools Institute, a non-profit organization dedicated to supporting the charter schools movement and equipping schools, boards and authorizers with the ideas, tools and resources they need to win for kids. Prior to joining the Institute, Jim led Central Michigan University’s chartering efforts, making CMU the nation’s first and largest university authorizer of charter public schools. Under his leadership, CMU became known as the “gold standard” for charter school authorizing, earning recognition from both the U.S. and Michigan Departments of Education. As a movement builder, Jim helped found the National Association of Charter School Authorizers and the Michigan Council of Charter School Authorizers. He also helped found and led the Michigan Association of Public School Academies, which continues to serve as the unified voice for Michigan’s charter community. Jim has testified before numerous policymaking bodies, including the United States Congress, and was invited by the U.S. Department of Education to serve on the advisory board of the National Charter Schools Resource Center. He has received gubernatorial appointments from Michigan Governors John Engler and Jennifer Granholm. Jim presently serves on the boards of CharterFolk and the Charter Schools Development Corporation, which specializes in facilities financing. He also serves as a Blue-Ribbon Panel Judge for the prestigious Yass Prize and is a member of the 2024 cohort of the highly selective Pahara Fellowship. Jim earned his doctorate in educational administration from Michigan State University and is the proud father of seven children and two grandchildren.

Idaho Public Charter School Commission
PCSC Chairman Alan Reed served on the Idaho Falls District 91 School Board from 1994 through 2003. For seven of those years, he served as chairman. He attended Ricks College and University of Idaho at University Place in Idaho Falls. Chairman Reed is the president and co-owner of Reed’s Dairy in Idaho Falls, a milking, bottling and sales company that manufactures ice cream and cheese. Reed has shipped his specialty dairy products nationwide and to Japan. He was born and raised in Idaho Falls and married his high school sweetheart, Holly. They have four children and nine grandchildren.

Terry Ryan is CEO of the Boise-based education nonprofit Bluum, and is responsible for leading Idaho’s effort to double the number of students in high-performing public charter schools. Ryan oversees day-to-day operations ($3 million operating budget) and coordinates closely all activities with the J.A. & Kathryn Albertson Family Foundation. He leads Idaho’s federal Charter School Program (CSP) grant of $25 million. Ryan was Vice-President for Ohio Programs and Policy at the Thomas B. Fordham Institute/Foundation from 2001 to 2013. He began his education career as a teacher in Poland and worked with the Polish Ministry of Education on civic education. Ryan served on Idaho Governor Brad Little’s “Our Kids, Idaho’s Future” education task force.
