The country is grappling with a wave of immigrant families seeking a better life in America, and charter schools in many states are scrambling to keep up. They face challenges in enrolling and serving students who may be experiencing homelessness, are English learners, and arrive without education records. This session will feature experts in education law, multilingual education, and charter school operations, who will lead an interactive session with participants focusing on what must be done and what can be achieved in serving these vulnerable students and their families.

Attorney
Barton Gilman

O’Neill, founder of Barton Gilman's New York office, is one of the nation’s foremost legal experts on education reform. Former roles include: General Counsel, SUNY Charter Schools Institute and multiple leadership roles at EdisonLearning. Paul lead efforts in New Orleans's post-Katrina revitalization of education. He is a Co-founder/Senior Fellow at the National Center for Learner Equity. An adjunct faculty at Columbia University’s Teachers College in education law and policy, he is also a prolific author. Education: J.D., UVA; M.Ed., Columbia University; B.A., Oberlin College. He is admitted to practice in NY.Paul O’Neill is one of the nation’s foremost experts on legal issues impacting education reform. Paul served as General Counsel of the SUNY Charter Schools Institute and represents schools and networks in private practice for Barton Gilman LLP. He is also President of Tugboat Education, which advises education organizations on school governance, board best practices, operational issues and policy. Paul serves as an Adjunct Professor at Columbia University’s Teachers College, where he teaches courses on education law and policy. He is the author of numerous books and articles on education law & school reform.

Ralph specializes in advising not-for-profit corporations, including charter schools, on all aspects of formation, governance, facilities, operations, merger, and dissolution, as well as general education-related legal matters. Ralph served over 18 years as General Counsel to the State University of New York’s Charter Schools Institute. As the former Counsel to the New York State Inspector General, Ralph has an extensive background in government and corporate investigations, compliance and ethics programs, risk analysis, governing board fiduciary obligations under case law and statutory standards, and white collar defense. Ralph has handled many matters related to tax-exempt and taxable bond financing when he served as Director of Industrial Finance at the New York State Environmental Facilities Corporation. Ralph speaks and writes on charter school-related issues at national and New York State conferences and other events.
